Any operator seeking an Air Operator’s Certificate must satisfy their Regulatory Authority of their competence. Essential to this process is an Operations Manual that describes the Operator’s management, operational and procedural practices.

The amount of documentation required can be daunting, even for the small Operator. The Authority will want to see not only the Operations Manual itself but the Quality Manual, Continuing Airworthiness Maintenance Exposition, Checklists, Cabin Crew Manual, Maintenance Programme, Training Manual, Minimum Equipment Lists, Operations and Quality Assurance Forms etc. etc.

Starting from scratch, this process can take well over 6 months before submission to the Authority –and then discussions will prolong the process even further. BizAv’s experience will significantly reduce the preparation time and shorten the approval process.

But it is not simply AOC holders who should consider using BizAv Services, every Operator has a duty to its stakeholders to have a well-organised and safe structure. ICAO will be amending Annex 6 to require even operators of private aircraft to have an Operations Manuals, explaining operational policies and procedures. 

Safety and Quality Management and Auditing

Quality System Administration Support

This will involve the assisting of your organisation in:-

• drawing up of an audit plan,
• maintaining an up to date audit plan progress status
• maintaining Quality System records, principally status of internal and regulatory audit reports and associated findings and observations
• the review and updating of Flight Operations Quality and CAMO – Quality System to reflect the Quality system as implemented in practice at your organisation
• maintaining Quality System performance indicators
•  support the Quality Manager in the compilation of an annual Management Evaluation review report            

Quality Audits

BizAv will provide the services of qualified aviation auditors to cover both Operations and Continuing Airworthiness and subcontractor audits identified in your organisation audit plan. The audits can be used to provide the Quality Manager with (OJT) training to enable his/her taking over internal audit functions. The audits conducted will be documented by reports including any findings and observations as relevant.

Other standard terms and conditions including but not limited to; confidentiality, enticement of personnel, and indemnification will apply to quality system administration and audit services.

Safety Management Systems

An Aviation Safety Management System (SMS) contains the tools to identify, manage, and measure the safety risks that occur in your aviation operations. It is a management system for the management of safety. ICAO provides a framework for the development of an SMS, which is the basis for the IS-BAO, ICAO and EU States SMS requirements. The SMS should be commensurate with the size and complexity of your organization.

1.             Crew Resource Management - Course Duration 2 days

Crew Resource Management Courses comply fully with EU OPS 1 requirements and can be conducted for both cockpit crew and cabin crew. Initial courses cover full course content while recurrent, conversion and command upgrade cover relevant sections. All CRM courses are highly interactive using a mix of CBT, Presentations, case studies personality assessments and group exercises.

2.             Dangerous Goods - Course Duration 4 hours

Dangerous Goods Training covers both approved carriers as well as non approved ones who require awareness training only. Both initial and recurrent training courses are kept updated with latest information.

3.             Aviation Security  - Course Duration 4 hours

Through a well balanced mix of presentations and case based studies security training covers complete requirements for cockpit and cabin crew. Full course for initial training and recurrent training is modular to complete the full course over a period of 3 years.

4.             Smoke Evacuation and Fire Fighting - Course Duration 4 hours

Fire fighting in real fire scenarios at the local airport using real extinguishers makes training highly realistic and a longer lasting experience. Training is conducted by local fire fighters at the airport fire fighting facilities. Smoke facilities include dense water based smoke generators under supervision of experienced Cabin Crew trainers.

5.             First Aid - Course Duration 2 days

Full courses for initial training tailored for pilots at first type rating or cabin crew using latest equipment and facilities are fully compliant with EU OPS requirements. Refresher training for cabin crew is tailored for specific operations.

6.             Wet Drill - Course Duration 1 hour

Highly realistic training at a local indoor pool facility using experienced cabin crew trainers.

7.            Cabin Crew Training - Course Duration 10 days

Initial training (with attestation), conversion and recurrent training tailored for specific operations. All trainers are current cabin crew instructors with years of training experience.

8.       Cabin Crew Aviation Security and Dangerous Goods Awareness

(see  above) - Course Duration 4 hours

9.             EU OPS Familiarisation - Course Duration 4 hours

Familiarisation with basics about EU OPS 1 & JAR FCL 1

10.          Train the Trainer Course - Course Duration 5  Days

Air Operator Certificate Consultancy

BizAv will assist the Company to obtain;

• A Maltese Air Service Licence (ASL)
• A Maltese Air Operator certificate (AOC)
• A certificate of registration
